I’m not certain what the question is asking, but I THINK I know.
If I am correct, the diver is 99m down and now he is rising at a rate of 3 meters per minute for 7 minutes. So the diver starts at -99m since he is below sea level.
-99 + 3(7) = -99 +21 = -78
So he is 78 m below sea level after 7 minutes.
